     JOHANNESBURG – A South African mayor has awarded college 
scholarships to 16 young women for remaining virgins to encourage others
 to be “pure and focus on school,” her spokesman said Sunday.<br />
The 
scholarship was introduced this year and has been awarded to young women
 from the Uthukela district in the eastern KwaZulu-Natal province, 
mayoral spokesman Jabulani Mkhonza said. Each year the mayor’s office 
awards scholarships to more than 100 promising high school and 
university students from the area, he said.<br />

The young women who applied for the scholarships voluntarily stayed 
virgins and agreed to have regular virginity tests to keep their 
funding, Uthukela Mayor Dudu Mazibuko told South African talk radio 
station 702.<br />

“To us, it’s just to say thank you for 
keeping yourself and you can still keep yourself for the next three 
years until you get your degree or certificate,” Mazibuko said.</blockquote>
The
 grants will be renewed “as long as the child can produce a certificate 
that she is still a virgin,” she said. The scholarships focus on young 
women because they are more vulnerable to exploitation, teenage 
pregnancy and sexually transmitted diseases, she said.<br />

“I
 think the intentions of the mayor are great but what we don’t agree 
with is giving bursaries for virginity,” said chairman for the 
Commission for Gender Equality Mfanozelwe Shozi.<br />

“There is an issue around discrimination on the basis of pregnancy, virginity and even against boys. This is going too far.”</blockquote>
Virginity testing is not against South Africa’s constitution but it is essential that it is done with consent, said Shozi.<br />
Some
 activists have called for the banning of virginity testing in South 
Africa, describing it as sexist and invasive. Those defending the 
cultural practice say it preserves tradition and has been modernized to 
teach girls about their reproductive health and HIV and AIDS.<br />

Rwanda has 
dismissed allegations in a leaked UN report that it is training 
Burundian refugees who want to overthrow President Pierre Nkurunziza.</div>
The report, which has been <a class="story-body__link-external" href="http://www.reuters.com/article/us-burundi-rwanda-un-idUSKCN0VD04K">seen by the Reuters news agency</a>, is based on evidence from 18 Burundian fighters. <br />
Similar allegations have been made by Burundi's government.<br />
A
 political crisis in the country, sparked by President Nkurunziza's 
decision to run for a third term last April, has led thousands to flee.<br />
<a class="story-body__link-external" href="https://www.blogger.com/null">Seventy thousand of the 240,000 Burundians</a> who have left the country since the crisis began are living in Rwanda.<br />

"The
 unfounded allegations come from the fact that Rwanda has been hosting 
refugees considered hostile to [the government in Burundi's capital] 
Bujumbura," Rwanda's Foreign Minister Louise Mushikiwabo said in a 
statement emailed to the BBC.<br />

evidence in the east of the Democratic Republic of Congo, where they are
 monitoring UN sanctions.<br />
The Burundian fighters told them that 
they had been recruited in May and June last year and given two months 
of military training by the Rwandans, and then given fake identity cards
 to cross into DR Congo, Reuters reports.<br />
They also said that there are four companies, each made up of 100 Burundian rebels, still in Rwanda.<br />
In
 dismissing this evidence, Ms Mushikiwabo said the crisis in Burundi is 
of the country's "own making" and people should focus on that rather 
than "look for scapegoats".<br />

event the poll was rigged, it reports.<br />
"Gen Sejusa is fully aware 
that it will be the people of Uganda who will free him from bondage,'' 
pro-democracy group Free Uganda is quoted as saying.<br />
                                                                                                    He
 went into exile in the UK in May 2013 after claiming that Mr Museveni 
was creating a "political dynasty" in Uganda, and grooming his son to 
succeed him.<br />
He returned to Uganda 18 months later. <br />
Seven 
candidates, including former Prime Minister Amama Mbabazi, are 
challenging Mr Museveni for the presidency in the fiercely contested 
election.

<strong><a href="http://www.tmz.com/person/nia-guzman/" target="_blank">Nia Guzman</a> </strong>claims 1-year-old <a href="http://www.tmz.com/person/royalty/" target="_blank"><strong>Royalty</strong></a>
 has developed asthma, and she says it's all because Chris has exposed 
her to an extreme amount of secondhand smoke. Brown is a weed and 
tobacco enthusiast.<br />

Nia says when Royalty comes back from a visit with Chris she usually reeks of smoke.<br />

Guzman also claims in legal docs she's worried Chris is abusing drugs and has relapsed ... <a href="http://www.tmz.com/2015/11/03/chris-brown-sizzurp-custody/" target="_blank"><strong>especially with sizzurp</strong></a>.<br />

Nia wants to restrict Chris' visitation ... asking the judge to force
 him to hire a full-time nanny or pull back on his right to be around 
the child. <br />

She also wants the judge to force Chris to take random drug tests, 
prohibit him from using drugs or consuming alcohol around Royalty, and 
stop him from smoking around their daughter.<br />

And Nia wants more child support ... she's getting<a href="http://www.tmz.com/2015/09/11/chris-brown-nia-guzman-in-court-for-royalty-custody-battle/" target="_blank"><strong> $2,500 a month</strong></a> but wants it upped to nearly $16k a month.<br />

We've reached out to Chris' attorney for comment ... so far, no word back.

British police to arrest Assange if he leaves embassy

British police on Thursday said they would arrest Julian Assange, the 
founder and editor-in-chief of Wikileaks, an organization known for its 
whistle blowing efforts.<br />

"The warrant is still in place. If he leaves the embassy we will make
 every effort to arrest him," said a spokesman for the British police.<br />

Their statement came shortly before an announcement from the Swedish 
Foreign Ministry, which said that a UN panel reviewing the case had 
decided that Assange had been illegally detained.<br />

Assange had previously announced the UN Working Group on Arbitrary 
Detention would decide on whether he has been in arbitrary detention 
after he took refuge in the Ecuadorian embassy in June 2012. The UN 
group is expected to formally announce its decision on Friday.<br />

"Should the UN announce tomorrow I have lost my case against the United 
Kingdom and Sweden I shall exit the embassy at noon on Friday to accept 
arrest by British police as there is no meaningful prospect of further 
appeal," Assange said in a statement on Thursday.<br />

"However, should I prevail and the state parties be found to have acted 
unlawfully, I expect the immediate return of my passport and the 
termination of further attempts to arrest me," the Wikileaks founder 
added.<br />

Meanwhile, the UN group "has ruled in his favor," reported the BBC, without citing sources.<br />

The Wikileaks Twitter account said that it was aware of the report and was waiting for confirmation from the UN group.<br />

According to Assange's lawyer in Sweden, Per Samuelson, the Swedish 
prosecutor Marianne Ny would have to repeal the arrest warrant if the UN
 decides in favor of his complaint, filed in 2014.<br />

"My view is that he is illegally detained, and that the decision will be positive for Assange," Samuelson told DPA news agency.<br />

<strong>'Scoop'</strong><br />

The UK government responded to the report, saying that they would adhere to the arrest warrant despite the UN's decision.<br />

"We have been consistently clear that Mr. Assange has never been 
arbitrarily detained by the UK but is, in fact, voluntarily avoiding 
lawful arrest by choosing to remain in the Ecuadorian embassy," a 
government spokeswoman said in a statement.<br />

"An allegation of rape is still outstanding and a European Arrest 
Warrant in place, so the UK continues to have a legal obligation to 
extradite Mr. Assange to Sweden," the spokeswoman added.<br />

Meanwhile, Wikileaks criticized the UK for using the BBC, a state-run broadcaster, to "scoop" the UN and Assange.<br />

 JA," Wikileaks' tweeted, referring to Assange by his initials.<br />

Assange is wanted for questioning by Swedish prosecutors in connection 
to allegations of rape in 2010. He has maintained that the interaction 
was purely consensual.<br />

The 44-year-old Australian fears that if he is taken to Sweden, he could
 be extradited to the US, where he is wanted for publishing sensitive 
documents exposing Washington's military, intelligence and diplomatic 
practices.<br />

An irreverent New York real estate mogul and reality TV icon, Trump hasn’t been a front-runner in an Iowa Poll since August, when he had 23 percent support. Carson, a mild-mannered retired brain surgeon and inspirational book author, snatched the crown from Trump in October with 28 percent, but has since collapsed to fourth place.</div>

Cruz, a Texas U.S. senator and anti-Washington crusader, streaked to the poll's zenith with 31 percent in December, but his 10-point edge over Trump eroded as his presidential rivals attacked him as a shape-shifter on issues, a faux Christian and an illegitimate American citizen. And on Jan. 19, Iowa’s powerful establishment Republican governor condemned him as a danger to the state’s agriculture economy.</div>
